Abstract
Recent developments in  media have challenged the governments actions to make suitable decisions to manage their country's public opinion. One of the main issues in the field of media among experts in iran is the Policymakers' neglect of the importance of the changes that have taken place in the field of media. Iranian media is in the challenge of lacking a comprehensive framework to include the role of all actors and the scope of their activities, and needs to design and create a comprehensive and efficient system that encompasses the various components of the political, professional and administrative system. The Islamic Republic of iran needs a specific media system due to its principles based on Islam, which is reflected in the thoughts and views of its leaders. This study presented the components and characteristics of the media system based on the Islamic Revolution leaders point of views in the form of a conceptual model, using grounded theory, based on a four-dimensional model, including semantic, content, structural and contextual dimensions.
