Provincial Media Strategy Regarding the Economic Development With Emphasis on Pilgrimage Tourism in Arbaʽeen

Abstract
Ilam is on the way to Holy Shrines and every year, especially in Arbaʽeen, millions of pilgrims pass through this province for pilgrimage. This study was done with the aim of recognizing and being aware of the strategy of Ilam broadcasting programs in the field of Arbaʽeen pilgrimage tourism and its impact on the economic development of the province in 1397. In fact, the research was to answer the question that Ilam broadcasting with what strategies in the field of Arbaʽeen pilgrimage tourism can affect the economic development of the province? The research was conducted based on the theory of media function of Lasswell, Wright, mcquail and Howland's persuasion model to answer the questions. The research was qualitative and used theme analysis. The research population was media, economic, and tourism experts in Ilam from which selected 31 people by porpusful sampling. In three-step coding process (open, axial, and selective developed by Strauss and Corbin) MAXQDA software wae used. Three central codes were obtained from the research results: "Arbaʽeen Economics Educational Programs", "Arbaʽeen Economics Informing Programs" and "Arbaʽeen Economics Advertising Programs".
