Abstract
In this research, the three-stage Delphi method was used for data analysis, and the data collection tool in the first stage was an interview, and in the second stage, a researcher-made questionnaire. In the first stage, the research community included an expert panel consisting of 15 managers in the planning, structure, and organization areas and staff managers of the Deputy of the Television, with whom a semi-structured interview was conducted. After analyzing the information, 102 codes were obtained, from which 22 items were identified after initial refinement. In the second stage, a questionnaire was prepared using the 22 items obtained, which was answered by 13 of the interviewees in the first stage.
The most common harms of the media hierarchical structure from the experts' perspective were, respectively, the lack of efficiency and effectiveness in activating media capacities, the weak sense of belonging of employees to the media, the unbalanced development of the organization's headquarters units, the lack of a strategic approach in designing the structure, and the lack of responsibility of employees due to duplicate and overlapping structures. The results of this research show that the hierarchical structure of the Iranian Broadcasting Corporation's (IRBC) Television and Radio Broadcasting Department does not meet the needs of this media organization, and in order to eliminate its organizational harms, it is suggested that soft corrective measures be taken, including the feasibility study of implementing a holacratic structure in the Television and Radio Broadcasting Department.
