Analysis of Legislative Requirements in Comprehensive Media Legislation

Abstract
Due to The proliferation of media field, especially Internet, Dispersion and obsolescence of laws in this area, it needs a comprehensive legislation. This descriptive study tries to answer the question of whether a comprehensive media law can do legislating affairs through collecting data and analyzing previous studies and existing laws, with regard to macro approach to media theory and policy making, and can it Comply with social and legal requirements while integrating relevant laws? The results showed that the legislator has not adopted a specific theory and there is no macro-policy. The social requirements arising from the legislation, the effect of community acceptance on the observance of the legal rule, the effect of social conditions on the legislation and attention to technical requirements, have not been determined by the legislature in terms of effectiveness standards, efficiency and effectiveness, also the current dispersal of laws has added to the problems. Therefore, it is necessary to develop a comprehensive media law in the Islamic Republic of Iran and the necessary theory and policy must be taken with a comprehensive, substantive-formative approach. In this process, it needs to consider the social requirements for the adoption of the law, and after the enactment of the law, to review the executive feedback of the legislation, Also, while considering the majority opinion, observing religious requirements should be noted. Finally, by observing the separation of powers, the position of policy makers and legislatures in the field of media must be determined.
