Abstract
The purpose of the study is to identify the characteristics of the favorable proposing system to establish in the organization IRIB; qualitative data was used for this purpose. The data were collected through deep interview technique. The statistical population was composed of directors of the organization, university teachers and the practitionars of former proposing system in the organization. Towenty people were selected by targeted way. First, the reasons of failure of the former proposing system of the organization were identified, then categorized in eight groups and 29 sub-groups. The categories were: "managers’ ignorance", "deligating proposing system to the public relations of the organization", "faulty generalization of proposing system", "improper advertising and culturalization", "The lack of planning and basic studies to examine the dimensions of the proposing system", "improper spreading to other stakeholders","neglecting the differences between media and industrial organizations" and "improper budgetting". Then, the characteristics of the favorable proposing system were identified in two major groups, 8 groups and 75 sub-groups. Their characteristics were: "leadership and management", "education and empowerment", "advertising, culturalization and information", "organization", "information system and knowledge management ", "processes", "system of motivation" and "key results of performance".
