Agenda-Setting In IRIB News Programs (Case: The Law On Increasing National Medical Student Admissions)

Abstract
The "Law on Increasing Medical Student Admissions," approved by the President in January 2022, stands as one of the most pivotal decisions of the Supreme Council of the Cultural Revolution. The aim of this research is to examine the agenda-setting in IRIB to advance the law of increasing medical capacity by examining the three news segments: the midday (14 PM) and evening (21 PM) news programs of Channel One and the 20:30 news program of Channel Two. Initially, all broadcasted news were subjected to quantitative content analysis, and then in-depth interviews were conducted with three groups of news editors, officials of the Supreme Council of the Cultural Revolution, and officials of the Ministry of Health at the time. The results showed that 41 news items were broadcast from the three news parts examined from November 2021 to July 2022. The 20:30 news program had the greatest impact on the audience and officials due to its critical tone, brevity, and frank interviews with officials. After that, the 21:00 news part of Channel One was popular with the interviewees and officials. According to the interviewees, holding live conversation-based programs with the presence of top-level experts in the field of medicine can be effective in conveying the message and familiarizing them with arguments for and against. Content analysis showed that the main focus of this news was to follow up on the implementation of one of the major health system policies. In this process, the IRIB was able to play an intermediary role between the public, elites, and policymakers.
