چکیده

شناسایی نقش رسانه در تغییرات خط‎مشی عمومی یکی از موضوعات کلیدی در هر دو حوزه تأثیرات رسانه و تغییرات خط‎مشی است. پژوهش حاضر، با استفاده از چارچوب‎بندی رسانه و تحلیل روایی خط‎مشی، مفاهیم و ابزارهایی ارائه شده‎اند که با به کارگیری آنها، ضمن اندازه‌گیری رفتار متغیرهای رسانه و خط‎مشی عمومی، اندازه‎گیری و چگونگی تأثیرگذاری رسانه بر خط‎مشی عمومی تبیین شده است. در این پژوهش که با روش مطالعه موردی صورت گرفته، یکی از مهم‌ترین سیاست‎های عمومی؛ یعنی خط‎مشی هدفمندی یارانه‎ها به عنوان موضوع مورد مطالعه انتخاب شده و داده‎های مربوط، با استفاده از تحلیل سری‎های زمانی و تکنیک‎های پیش‎بینی تحلیل شده است. نتایج نشان می‎دهد که رسانه‎ها از طریق چارچوب‎بندی موضوعات، بر شکل‎گیری پی‎رنگ روایت‎های خط‎مشی تأثیر می‎گذارند و روایت‎ها نیز پیش‎بینی معتبری از تغییرات خط‎مشی ارائه می‎دهند.

چکیده [English]

Shedding lights on the role of media in changing public policy is one of the key subjects of study in both fields, i.e. “media effect” and “policy change”. Drawing upon “media framing” and “narrative analysis” approaches, this survey-based research aims to introduce concepts and tools with which one can measure variables patterns in media and public policy spheres, and explain the way media affect public policy. In this research, one of the most significant public policies, that is directing subsidies purposefully (reforming subsidy rule), was case studied and the data were analyzed using time series and prediction techniques. The findings indicate that media could affect the plot of policy narratives through framing subjects; narratives could also provide valid predictions for policy changes.
