Today, the increasing influence of media is so great that there are talks of "media age", "globalization age", "network society" as well as "information society". Development of information and communications technologies in the last decade has resulted in emergence and advancement of diverse digital media functioning as mass media. Given the social and value objectives of every society, regulation has turned into a mechanism for ensuring the realization of objectives in various economic and political arenas; furthermore modern audio-visual media need a proper regulatory system due to their influential power, hence a future study with this regard is a necessity. The first step in any kind of policy-making is to understand the issues and challenges of present and future. Thus, futurology tools are used to identify the future challenges and their consequences. Using Grounded Theory, the present study identifies six key challenges, including: legal void and lack of transparency, diversity of supervising entities, IRIB constructive position, considering pluralism and different voices, role of public and private entities and finally,norms of media content for regulating future audio-visual media.
