چکیده
در مقاله حاضر ضمن معرفی نظریه‌ها و دیدگاه‌های مربوط به شکل‌گیری و پیشبرد جامعه اطلاعاتی و شرایط جدیدی که اطلاعاتی شدن در عرصه جهانی پدید آورده است، وی‍ژگی‌های جامعه اطلاعاتی و جوامع معرفتی مطرح و با یکدیگر مقایسه شده است. مطالعه ادبیات موجود، نشان می‌دهد که انقلاب اطلاعات دو چالش مهم را مطرح کرده است؛ یکی پر کردن شکاف دیجیتال و دیگری ضمانت آینده آزادی بیان. همچنین برای درک بهتر روند جهانی ارتباطات به بررسی سیاست‌های جهانی ارتباطات در دوره معاصر پرداخته شده و اجلاس جهانی سران درباره جامعه اطلاعاتی در ژنو و تونس به طور اجمال مورد بررسی قرار گرفته است. همچنین با معرفی دو شاخص جهانی «آمادگی الکترونیک» و «فرصت دیجیتال»، به بررسی و مقایسه جایگاه کشورها در جهان و وضعیت شکاف دیجیتال پرداخته شده است. نتیجه این بررسی نشان می‌دهد هر چند که ایران در سال 2008 در رتبه هفدهم کشورهای دارای بیشترین کاربران اینترنت قرارگرفته ولی از نظر رتبه آمادگی الکترونیک، روند صعودی نداشته است.

چکیده English

This paper, first, introduces theories and views on development of an information-based society and the new conditions “informationalization” has created globally. It, then, compares the characteristics of an information-based society and a knowledge-based society. The related literature shows that the information revolution has brought about two key challenges: one is filling the digital and the other is ensuring the future of freedom of expression. To better understand the global trend in communications, the article also examines international communications policies in the contemporary era and discusses World Summit on the Information Society in Geneva and Tunis .
The writing also introduces two global indicators named “electronic preparedness” and “digital opportunity”. With these two new indicators, the status of countries in the world as well as the digital gap will be investigated. The findings indicate that although Iran ranks 17th among international internet users, in 2008 its electronic preparedness does not see a remarkable growth.
