چکیده
اثرپذیری چندین برابری کودکان و نوجوانان از تلویزیون نسبت به بزرگسالان، نشان می‌دهد که به منظور بالا بردن سهم سازنده سازمان صداوسیما در تربیت نسل آینده، این سازمان نیاز به خط‌مشی‌گذاری علمی در حوزه برنامه‌سازی کودک و نوجوان دارد و اولین گام در این مسیر، بازشناسی وضعیت موجود است. در پژوهش حاضر، وضعیت خط‌مشی‌گذاری سازمان صداوسیما در حوزه برنامه‌سازی کودک و نوجوان، در دوره زمانی سال‌های 1383 تا 1393، مورد بررسی قرار گرفته است. برای پرداختن به این مسئله از راهبرد پژوهش «نظریه داده‌بنیاد با رویکرد گلیزر» و روش گردآوری داده «مصاحبه نیمه‌ساخت‌یافته» با مدیران سازمان صداوسیما، مدیران گروه و کارشناسان حوزه کودک و نوجوان استفاده شده است. حاصل پژوهش 477 کد، 97 مفهوم و در نهایت، 14 مقوله شامل مقوله محوریِ «تقدم اولویت‌های ذهنی و سلیقه‌ای بر خطمشیها»، مقوله‌های «جا‌به‌جایی ارزش‌ها و اهداف با خطمشیها»، «خلأ سیاستی»، «غفلت از حوزه کودک در سطح کلان سازمان»، «نبود ساختار نظارتی کارآمد»، «عملکرد جزیره‌ای در خط‌مشی‌گذاری سازمان»، «فشار کسری بودجه»، «عدم‌تربیت نیروی انسانی»، «فقدان ریل‌گذاری صحیح در انتقال خطمشیها»، «تغییرات ساختاری»، «مخاطب‌محوری افراطی»، «تغییر ذایقه مخاطب»، «بیکاری تهیه‌کنندگان کودک» و در نهایت، «ستاره‌سالاری بی‌ضابطه و هدف» بوده است.

Since children and adolescents are more affected by TV programs compared to adults, the organization (IRIB) needs a scientific approach of policy-making in the field of children and adolescents programming to enhance the organization's contribution to trait upcoming generation. The first step is to recognize the present condition. This research studied the condition of the organization in policy-making in the field of children and adolescents programming from 2004 to 2014. The research was carried out using grounded theory strategy with Glazier Approach and semi-structured interview with IRIB managers, heads of departments and experts of children and adolescents field programming to gather data. The result of the study was 477 codes, 97 concepts and, finally, 14 categories including the main category “priority of mentality and taste on policies”, and categories of “replacing values and goals with policies”, “lack of policy”, “neglecting the children’s issue at the macro level of the organization”, “lack of effective supervisory structure”, “separated operations in organization policy-making”, “budget deficit pressure”, “not training human resource”, “lack of proper way to transfer policies”, “structural changes”, “extreme focusing on audience“, “change the audience taste”, “unemployment of children program producers”, and finally, “aimless and irregular starring”.
